First, my apology - it's a busy time o' year around here, and I've had practically no chance to post in the past few days.
I have, however, consulted on the topic of this thread, and have heard back. The following quote from a colleague on the 'Google Advertising Professionals' team will hopefully serve to clarify:
Google Advertising Professionals are allowed to promote coupons on their website.If Qualified Individuals or Companies decide to promote coupons through email, please bear in mind that the Google Advertising Professionals terms and conditions prohibit the use of their Qualified logos in email.

Additionally, Google Advertising Professionals need to adhere to the terms and conditions of the promotional credits when promoting them to their prospective clients - and these may be found in the My Client Center.
