OK, I understand the reason my Los Angeles-targeted ads are showing on the East Coast is that the ISPs sometimes don't report their locations correctly.
But if that's true, how is it that my Analytics reports show lots of dots on the East Coast? If Analytics knows where those clicks came from, how come AdWords served them in the first place?

Under some circumstances, if people submit queries containing the location, the location-targeted ad can come up, regardless of where the query comes from. This is not an unreasonable scenario. For example, if someone from the East Coast is planning a trip to Los Angeles, why not show them Los Angeles-targeted ads?
