So, as aeiouy stated - there isn't really a useful answer to your question.
CTR depends on so many factors... including the following and so many more: the vertical, your average position, the strength of competition, how well your ad is written, how close your ad matches the query, the match type of the keyword, seasonality, the day of week/time of day, the particular syndication partners that drive traffic to this keyword, what country you're in, who you're targeting, and more.
I consider an "average" CTR for AdWords Search to be about 1% - varies from around 0.5% to 2.5% ish. For content CTR is usually much much lower - perhaps 2 orders of magnitude.
If I see an AdGroup performing outside this range it may attract my attention. But of course, different Ad styles, different offers different, different niches, bid positions, etc. could make this very differnt

It should help the OP to know that any numbers they hear, including the ones you provided, shouldn't be thought twice about.
