Although your ad is showing, its rank is not high enough to place it on the first page of search results.
Does it mean that if my keyword is active for search and someone searches for it and there's only 5 other ads triggered by this search query, my ad won't show because if it does it'll be on the first page of results, but if there were 15 ads or more (just an example) triggered by this search query then it's OK for my ad to show on the second or third results page.
Are they trying to say: As long as your ad is going to be shown on the first results page, we won't show it even though it is active for search, otherwise enjoy your ad being shown on the second, third...page BUT REMEMBER, UNDER NO CIRCUMSTANCES CAN WE SHOW YOUR AD ON THE FIRST PAGE EVEN IF THER ARE NO OTHER ADS, IN ORDER FOR YOUR AD TO BE SHOWN ON THE SECOND...RESULTS PAGE, THERE MUST BE ENOUGH ADS TRIGGERED BY THE SEARCH QUERY TO PUSH YOUR AD TO THE SECOND...RESULTS PAGE WHERE IT'LL ONLY BE SHOWN!
What's their point?
