Min bid met, active keywords, still not showing ads!

Hello,

I have many keywords that are 'Active' but the Ads Diagnostic Tool says:

This keyword isn't showing ads
Although your ad is showing, its rank is not high enough to place it on the first page of search results.

Now what?

Have you checked on the second or third page of results?

Most of the keywords are 'small' ones, so there's no more than 10 ads all on the first results page. Mine are not showing for those many keywords!
I didn't quite understand this:
Although your ad is showing, its rank is not high enough to place it on the first page of search results.

Does it mean that if my keyword is active for search and someone searches for it and there's only 5 other ads triggered by this search query, my ad won't show because if it does it'll be on the first page of results, but if there were 15 ads or more (just an example) triggered by this search query then it's OK for my ad to show on the second or third results page.
Are they trying to say: As long as your ad is going to be shown on the first results page, we won't show it even though it is active for search, otherwise enjoy your ad being shown on the second, third...page BUT REMEMBER, UNDER NO CIRCUMSTANCES CAN WE SHOW YOUR AD ON THE FIRST PAGE EVEN IF THER ARE NO OTHER ADS, IN ORDER FOR YOUR AD TO BE SHOWN ON THE SECOND...RESULTS PAGE, THERE MUST BE ENOUGH ADS TRIGGERED BY THE SEARCH QUERY TO PUSH YOUR AD TO THE SECOND...RESULTS PAGE WHERE IT'LL ONLY BE SHOWN!

What's their point?

Yee, One thing I think G need to tidy up! There should be a distinction, such as,


Your Keyword Is Active & Showing
Your Keyword Is Active & Showing Below First Page
Your Keyword Is Active & Not Showing - 'No Ad Tex' Ect..
Your Keyword Is Not Active - Campaign Paused, To low CPC Ect..

We often had this problem. Paid the min bid Goo wanted and it said the keywords were active and yet they were not showing, except very rarely. Just a little game Google likes to play.
