Ad Precedence when keyphrases overlap

If I have two phrase: "used cars" at 1.00 and "cheap used cars" at .50 and they are both broad match, and the user types in "cheap used cars" which Ad will Google display?

I don't know the answer and it is a good question, so I am hopeful to hear an answer as well.

My guess is that "cheap used cars" would be used because it is more of a match than "used cars".

In a scenario where you have multiple keywords that could trigger an ad for the same search query, the keyword which will result in your ad achieving the highest position is used. This is not always the closest match to the search query, given the different quality scores and CPC settings for individual terms, especially as they relate to individual variations on broad matched queries.
