I think it is pretty clear:

If you create multiple accounts, Google will shut you down for fraud pretty quickly. That is my opinion.

From my experience you can create as many as you need as long as they agree with the reason.

If you have a good reason then email them and they might allow it.

No, no, no. This is a special get $50 of free advertising promotion. As stated in the post before yours it's one per customer.

As anyone can understand, the purpose of this promotion is to give every person one chance of trying Adwords by giving away a $50 Adwords voucher for free. Creating multiple accounts in order to consume more than one voucher is fraud. And not a very clever kind of fraud if I may say so. Many have tried this before you. If you do a bit of digging on this forum you will find out how they have ended up.

Use it once and use it to learn how to use adwords to make money. If you actually figure it out, it is going to be worth a heck of lot more to you than just burning a handful of $50.00 vouchers and getting $20.00 out of sales out of them.
