Bidding on four word phrase, ad triggered on two word phrase

This may be one of those things that I should have picked up years ago but it just doesn't seem right to me.

Is this "normal"?

Bidding only on "Very Small Blue Widgets" (broad match) but advert has been showing to people searching on "Blue Widgets".

Frankly I would be suprised to find the ad appearing even for "small blue widget".

It does clearly relate to expanded broad match but my question relates to whether this is normal for expanded broad match or not.

Yep, this may happen with expanded broad match. Keep in mind that you can use negative exact matches to avoid showing on particular searches, such as "Blue Widgets" in your example.
