Sudden Drop in Impression

My dailt budget was $50 and I changed it to $25.
I observed that my impressions reduced to 1/10 of previous days/hour.

I was expecting a 50% drop in impressions by reducing daily budget to 50%.

Please comment/help.

I just re-stored the daily budget to $50.
I am seeing a gradual increase in impression

How much of your daily budget were you spending before?

Have you set up to spend at the "accelerated rate". I've noticed this sometimes re-sets.

In my experience - sometime changes accross my campaigns seem to cause my Adgroups to go back into review - taking several weeks before they become fully operational on both search and content. I would not have thought changing your budget would do this though.

You may be better off by keeping you budget high, but reducing your traffic by reducing bids or removing some keywords altogether - pick out those that you expect to have a lower return on investment.
