campaign set to rotate ads has (vastly) uneven ad rotation

I am assisting a friend with an adwords campaign.....he has set his (5) ads to rotate evenly in the campaign settings, and yet his stats show :

76.10%---47---17,887---0.26%
6.30%---12---1,469---0.81%
6.00%---8---1,419---0.56%
5.80%---9---1,370---0.65%
5.80%---8---1,359---0.58%

....these are for today, but its not due to an ad edit - as the stats for this month are the same. Last months are also uneven but in different proportions. There's something funny about that one ad that I can't figure out? I'm struggling to understand why a campaign set to evenly rotate rather than optimise - would be delivering uneven impressions.

Other info: content network is enabled and search network....separate bids on content network enabled, nothing else special...

He is using {Keyword: default} syntax for ad headlines on all ads. Anyone know why even rotation would not be occuring?

I have found this to be the result of an influx of content network impressions while the ad is running. When we run ads with the content network turned off the rotation is much more even.
