How do you get ads to rotate equally?

on a site-targeted campaign

I'm turning to you folks to help me with a problem in a site targeted campaign. I have the campaign set to rotate ads equally (only one adgroup) but there's always one ad that gets served about 60-80% of the time while others are served less than 10%. Google hasn't been able to help me and it gets worse. Yesterday (9/15/06 - approx. 6PM EDT) I deleted the ad getting over-served. Today (9/16/06 - approx. 9am EDT) my campaign (I'm down to only 2 ads as I'm trying to figure this out) shows ad#1 being served 27.4%, ad #2 being served 11.3% and 18 deleted ads being served 61.3%. Why would deleted ads be served at least 15 hours after the most recent deletion has been made and how do I get the ads to rotate equally?

How many impressions are you getting? Could this be a low sample size?

Are the Ads showing on the content network? Maybe there is a delay before the effects of changing your setting affects all the pages your Ads have been showing on. Maybe inclusion of your Ad on just one site accounts for the differences.

Does it matter so much in any case.

How many impressions are you getting? Could this be a low sample size?

Impression are in the thousands this has been happening over a period of days.

Are the Ads showing on the content network?

It's a site-targeted campaign.

Maybe there is a delay before the effects of changing your setting affects all the pages your Ads have been showing on.

I thought about a delay especially heading into a weekend but why would a manual approval of some sort be needed for an ad deletion.

Maybe inclusion of your Ad on just one site accounts for the differences.

Maybe but why would targeting to one site preclude the ads from rotating properly?

If I understand it correctly, the number of impressions is a function of the site(s) you have targetted.
I'm guessing, but I suspect that what is actually displayed on each site impression is not totally and immediately in G's control.

I agree, but the original problem of one ad being served many times more than the others was over at least a week.

Here's an update - so far today I have over 1200 impressions to deleted ads yet no ads were deleted today.
