I've done several searches this morning, and so far I'm noticing that there are no ads being shown on top of the serps. Also my ads that are normally there are not there today.
Is anyone else noticing this?

The blue box ads don't show for every search. Ads need to have a consistently high CTR and have been manually reviewed by Google before they can appear in the top slot.

If you click an ad, they will go back to the blue. Apparantly, they are testing a new feature which moves the ads to the side if no one clicks them the first few times.
Today my CTR is down on average 5%.

Those kinds of questions are best directed at Adwords Support, I would think, after you've read their support faqs. They're probably answered there.
