How can i make sure that my Adwords ads are always showing?

I have tried to advertise on a certain website for over two weeks now but my ad is not showing. It is a banner ad.

I have set my daily budget to 40$, but the ad has not even been showed once!

Is there a way to see if my ad has been passed by the google team?
(I have asked the google team, but they said that you canīt see if the ad has been passed by the google team or not...sounds really stupid!)

How can i make sure that my ads is always showing?

Iīm starting to get tired of all the waiting all the time. I just want to setup an ad and then see it running on the website as fast as possible.

What happens if that site owner has only opted for text ads? (Assumed this is a graphical banner)

Also he may have you in his competitive ad filter.
