Why inactive for search?

I wanted to set up my campaign while I was waiting for the domain to go live. I did one ad group and most of the keywords were "Inactive for search - Increase quality or bid..."

Were these keywords made inactive because there was no landing page yet? Is there any way to set up a campaign ahead of time?

Perhaps if I re-phrase this it will help.

What would be the reasons I am getting "Inactive for search
Increase quality or bid $1.00 to activate" for most of the keywords in a group?

Google's explanation, in part, is "This typically occurs when keywords aren't as targeted as they could be, and the ads they deliver aren't relevant enough to what a user is searching for."

But the keywords seem to be targeted and the ads seem to be relevant.

I have other campaigns and I haven't run into this before.

What should I do about this?

As Google stated, you need to increase the quality of the landing page or increase your bid. You can also read all the other recent posts on this board from others in similar positions.

In my experience improving the quality and relevancy of your landing page helps to improve this best. Improving the ad text also works well to a certain extent.

Are you saying that you do not have any landing page? That the site has not even been set up?

You must have a landing page before you set up ads!

If the ads are pointing at a 404 or a new domain which hasn't propogated yet, then I suspect the answer is yes. If you look at the recent posts on AdWords' Quality Score changes, you can learn a little more on how minimum bid prices are calculated.
