I the Google Adwords Keyword tool when you 'add all' the keywords, is there some way to to just add them all except for the ones that are already in other campaigns?

I am not aware of being able to do this within Adwords, however if you use the Adwords Editor it does at least tell you that the keyword already exists in another campaign. :)

you can select your keywords from the keyword tool and you can also choose which ad group you want to add them to from within the adwords a/c.
