Who exactly does google distribute its ads to

I was looking through my logs and saw site Widget.com sending throuhg multiple referals so I went to take a look at it. Its a scrap site all ads for various keyword pages... I only advertise on the search network so Im assuming this massive pile of advertising junk is a google search partner?

Yes. There are many poor quality sites within Google's search syndication network that you must accept in order to advertise on the quality ones. I have a list of "offenders" - please sticky me if you'd like to exchange.
