No, I do not think there is any QS requirement for these campaigns. QS is , I think currently only limited to Search. They really don't care what is shown on publisher network.
I could increase the max CPM but I think there is something I may have overlooked.
Were you trying to site target a section (ie. just a portion of a website)?
We tried and tried to get that to work, once our ads were approved) on a bunch of different sites. We tried jacking up the cpm on a few to $10.00, even. Over time, and our experiment, we got ZERO impressions on all section targeted ads.
However, when we simply wanted to display on the entire site, we got impressons at 0.25 CPM.
Obviousl the problem could be that selecting pages might not have worked since our bids weren't high enough, but it didn't "feel" like that's what was going on.
So, we shut it all down. I'd love to section target but it isn't worth the time to figure out where the problem is given the time it takes for other parts of site targeting -- finding sites, vetting them, etc.
You'd be amazed (or would you) how many sites bury some of their ads so that nobody would click them, or even see them.

I was targetting the entire websites, not any section.
actually I was experimenting with Adwords, I have been trying very hard for 1 month to spend some money on Adwords, my daily budget is more than 40 dollars but I have not been able to spend a dollar in 1 month so far.
Google search is no problem, I have got some clicks but on the content network, I'm facing a problem
