If I have two different adgroups and one has the broad matched keyword widget and the other has the keyword phrase blue widget, which one will be triggered by a search for blue widget? Which one will be triggered by a search for big blue widget?

The phrase matches both "blue widget" and "big blue widget" better than the broad match.

Of course, "red widget" would trigger the broad match.

An exact match [blue widget] would:

- Match "blue widget", overriding the phrase
- Match neither "big blue widget", which the phrase would get
- Nor "red widget", which the broad would get

the one that performs better will get triggered... so "blue widget" search is likely to trigger the phrase match only because that likely has a better historical performance since you likely targetted the ad and landing page and such better... but it's not guaranteed... if your broad match is bid high, performing better or whatever, it'll get triggered.

if your phrase match adgroup is set up for blue widget and you've made efforts to match it's needs closely (landing, ad, etc), you might consider adding -blue as an adgroup neg to your broad match adgroup.

If memory serves, genuine broad matching for keywords (eg, stemming like 'widget' to 'widgets' as well as, say, 'red widget' and 'blue widget') only kicks in after the keyword has a certain number of impressions/quality score. May be worth a look on the AdWords help centre to clarify this.

I think it also depends on your bid price for each phrase. I could be wrong though.
