Are Paused Campaigns Reflecting Increases?

I am currently using another method for advertising, so my campaigns are all paused.

If my Adwords account is affected by the updates, will my minimum bids show an increase with the campaigns paused?

Probably not, we saw bids change as soon as activity was registered for a keyword. If you switch on a single ad group (probably your worst) you will see if you have been hit. Our experience is that it's a whole domain issue, so if your bids go up for the ad group you switch on then it's likely thay will go up across the board.

Just found a paused campaign that WAS hit.

I unpaused an old campaign a couple days ago just to see what would happen and it was normal for two days. Now I see "inactive" everywhere.
