Ads Getting No Visibility - Raise Bid Price?

Hi, I just set up a new adwords campaign, making sure that I have very narrow keyword lists combined with highly targeted ads. I thought I was on the right track, but my ads are getting no visibility at all. Meaning they come up in the 10th or 12th position on average.

Does this mean I have to raise my bid price? A friend told me I can have low per-click prices as long as my ads are "relevant" (meaning that Google will reward my relevancy with low per-click costs), but frankly I don't know how I could make them any more relevant than they already are. My current bids are $.10 and .20.

If other ads for your keyword are also relevant, then you must raise the bid to compete.
