I believe Google gives away those ads for free, probably a tax writeoff for them.
That's why Adsense won't pay you when they just display public service announcements.

What I need is some heart-wrenching story. Starving kiddies, lost puppies - you know the kind of thing! From someone prepared to put their name and url to it in public.
