1) Your competition with 5 web sites with 5 different Adwords accounts, all appearing on one page.
2) Your ad appearing once.
3) Spam report doesn't work.
This is a big problem because it affects Google's paying customers. Come on Google. How about a priority spam report for Adwords customers?
As a general rule of thumb, if you have the same keyword in different groups then they show them in rotation, so as not to create the scenario where your ads are all that is shown.
But, if it's 5 web sites and 5 accounts how would Google know they are the same company?

A competitor complained to them and our client got an email from Adwords asking/requesting/telling them to stop all but one account/campaign per keyword.
I was able to show google that the ownership of the end businesses were totally different and they relented but they did still want each account set up in the domain owners name and not ours as their website contractors.

This is a quality issue, and can't be compared to magazines. Google ads are an important part of their content and need to be policed too.
I can also set up 5 adwords accounts if there is no penalty, but it would save us all a lot of time if it were simply forbidden.

- I personally experienced that running ads for two different companies, on two different accounts (but with the same credit card - mine). I even had a problem with one keyword that I used to use for the first client but it was removed due to low CTR. When I tried to add it to the other account I was told that the CTR (history) was too low! No other connection than the credit card.
From speaking with my Google rep about the same issue, I was told that a company can have different listings IF the listings are for completely different URLs. The affiliates of some companies simply frame the main website and put a listing in Adwords. If this is the case, the description is suppose to say "affiliate site" and if it does not, let Google know and they have always been pretty good about taking care of the issue.
