I have 2 sites selling the same stuffs.
I've created 1 campaign and 1 group of ads per site but use the same keywords to promote both sites.
- If somebody does a search using one of my keywords, are both my ads going to appear at the same time on Google or only one of them?
- What do I need to do to make sure both appear together?

Having two accounts to display both ads in the same SERP is very iffy thing as far as the TOS goes since you own both websites. If they are selling the same product, then I would say there is no legal or moral way to justify it. If they are selling different tings and just happen to both show up on a broad keyword, you might could morally justify it, especially if it was Googles Expanded Broad Match that caused it, but it is still a grey area in the TOS.

In as few words as possible, the bottom line here is that Google strongly believes that one individual should not occupy two spots for a given keyword.
With a limited number of spaces available, this is simply not fair to your competitors - most of whom also want to appear towards the top of the first page.
please note, however, that if you use the same keyword in multiple Ad Groups or campaigns, only one ad will appear at a time for that keyword. It is a strongly held value that one advertiser should occupy only one spot for a given keyword.
Maybe it can be done but what happens if you get away with it for a while and then they shutdown everything? Very tempting but I'm too scared to lose what I've already built.
