What do you need to get permission to use google_kw?

Do you need to be premium publisher?

Yesterday I saw a site using the google_kw and google_kw_type variables in the js code.
I wonder how much do you need to earn, or what do you need to do in order to be considered to use these options.
Is the use of those keywords granted when a publisher is promoted to "premium publisher"?
Could you have an exception to use this without be upgraded to "premium"?
What is a "premium publisher" anyway!?

From what I understand, it is limited to premium publishers, but I could be wrong.

It is certainly not available to "regular" publishers.

It would be interesting to see what Google has to say about their use.

On one site which uses it, it massively helps their ad targeting.

I believe that they are concerned about potential abuse of the kw and kw_type variables by "regular" publishers.

I presume that is why they introduced "section targeting" instead.
