Bad internal country categorization?

I sometimes get Norwegian/Danish/German/Weird ads from AdSense on my Swedish sites. It appears that Google doesn't categorize publishers by country, but only based on the contents.

Anybody else in the same situation?

Why should it categorize publishers by country?
It's the content that counts, not the nationality of the webmaster.

My classifieds ads site might talk about a machine from Germany with a German title. Then, AdSense might assume that the targeted audience is german, while it's in fact Swedish.
