I would suggest that Google actually try and work with publishers and advertisers in the first instance. I've reported a couple of sites for having "Click on the google ads" on the page, and all but one of them modified the page to comply and are still serving ads. The one that didn't now has a blank space, a copy of the email he got asking him to modify the page, and a long tirade about how unfair it was that they banned him!
A lot of the threads about "I've been banned" here there is more to than meets the eye, and after reading them people tend to assume Google will boot you out on a mere whim.
To be honest, if you play by the rules and ask Google for clarifications if you are unsure, then there isn't any reason to assume they will ban you.
