Site match -lower min. bid to $1 CPM

I just saw in Adwords:

Lower minimum bids for site targeting. Run your campaign for as little as $1.00 CPM.

This was $2 when it started?

Yeah, it just tickles me pink when I log in early in the morning and see .03 CPM for some channels thanks to CPM ads popping up every now and then.

I wish I could disable them completely. They are a nuisance to me.
