Since it is explicitly against the TOS, I imagine people have been.

Why, are you doing a test to see if they ban people for it?

Besides the risk factor, people doesen't like pop-ups.
When I see a pop-up I just close the explorer.
I guess I'm kind of paranoid. :)

You will be banned and not warned if you display Google Adsense ads in a pop up.

I just want to promot my site in other web sites. They are using pop-ups.
