As Ann says, you want your site finished before applying for Adsense. You want your visitors to spend time on your site and have a reason to come back. You will also get better targetted ads if you have reasonable content.

When you have completed your site. Under construction site might get rejected. So hurry up! Get it done as soon as possible!

Seriously, when your site completely complies with their TOS you may apply and begin earning.
