where they dont pay someone $$$, but rather.... they
let them put "their" adsense code on the website
(for example a person makes a post in a forum, and his adsense code is shown, u know what i mean)
is this allowed?

I said I wanted to offer free web hosting and show MY adsense ads 50% of the time and user's ads the other 50% of time. I specified that the 2 adsense codes will NEVER be shown at the same time.
I am currently developing my new project around this revenue sharing scheme.
Maybe GoogleGuy can help with this one?
While the idea sounds good, it does have risks.
The important thing is that I am also very closely involved with the maintenance of the site I do not own and therefore know with certainty where and in what circumstances both my code and the site owners code appears. Not just on this site, but on all sites that either appears on.
This is vital.
One of the points in the email Google sent when okaying this set-up was that the I am responsible for anywhere that my code appears.
Thus if the owner of a site which my code was on in any way contravened the TOS - then my status would be at risk by association.
For this reason I would not even consider letting other people put code on a site I owned or was associated with unless I had sufficient access to their AdSense account and to anything else I needed to make me absolutely aware and certain of everything they were doing.
So incentivising people to add content to a site by allowing them to also add their AdSense code is VERY very dangerous. You have no idea where else their ad code is used or what they are doing on other sites and at other times, but you are well and truely associated with it and liable to be affected by it.
Only the brave or the foolish would even consider going there. I would call building web sites around a model like this absolute madness and a certain road to exclusion sooner or later.
