How complete does a site have to be before you can put google ads on?

In the tos, theres a bit about "non-content" bases pages, whats the difference between some content and none etc etc, has anyone been banned for putting ads on a site which is too minimal or links dont work?

Non-content refers to blank pages with ads only, "scraped" or under construction type messages. This would also include site maps, contact pages, about us, etc. I wouldn't post broken links on my site if you want to use ads. As long as you have some sort of textual resources, you're all set. Obvoiusly, you'll add more later.

Also, put enough relevant content on your pages that AdSense will start serving relevant ads right away. If they misidentify the default theme of your site, it can take several days to sort itself out.
