That's what it is. I experience it at least once everyday and did so a couple of hours ago.
I went to my sites with another computer (different IP address) and I saw the ads!. Maybe Google is turning them off for the IP address I use to log into adsense. I guess that would solve the problem of accidently clicking on ads... but it would be a pain in designing pages. It could just be a coincidence though.
It really is something wrong with IE. This probably costs us a lot of money in lost revenue. Most people do not know how to clear cache, let alone what a cache is. I think I'll put in a bug report at Microsoft. There is a related issue already on their site. When your cache is full you cannot "view source" on a web page.
