Ad in a frame = no content fraud for google?

This might be a stupid question, but seeing how many people spamed this forum before I guess I shouldn't be afraid to ask.

Well, what got me concerned in the first place is a thread started way back by a person who was banned because he removed an article that he considered obscene from a page but left it with the ad still on it. I of course realize why is that considered a fraud by google, but what I want to know is, if the same situation can happen to me.

The thing is I decided to redesign the site. Right now I got the main page with links to all the subpages, and on every subpage theres a link back to the main page. I just feel that my visitors aren't completely aware what's on the site or don't find it easy enough to find all the content.

So what I want is a navigation bar (vertical) that would be always visible to the user and I guess the best way to do that is with frames. So I guess the way I image it is a page with the logo (in a frame on the top), the main part where all the content - subpages would be displayed (in a frame in 80% width on the right) and a navigation page (in a frame in 20% width on the left - in flash btw) with of course THE AD.
So my question is if an ad is placed in a frame with the navigation without any other content may that be considered a no-content fraud?

I'm aware of the "ad in frame" option, just don't know if it works that way

No! You are allowed to have framed pages. Framed pages are not considered "no-content fraud".
When you go into your account, you can build channels etc, and also there is a question "Ad will be placed on a framed page?". Just checkmark it and get the code. You will be fine, Google knows, don't worry.

This is a good question. In order to remain compliant with AdSense program policies, we recommend placing your AdSense code in the same frame as the primary content of your site, rather than in the navigation bar frame.

This will help our crawlers to determine your site's content and serve relevant ads to each page. For you, this is important because your site's revenue potential is increased when the ads showing relate to the topics they are reading about on your pages.

As you mentioned in your email, please make sure to use the 'Framed pages'checkbox on the 'Ad layout code' page of your AdSense account when generating your code. This will ensure targeted ads appear.
