I have made a rule since AS began to always log into my accounts from the same computer, and the same ISP (i.e the same country - ISP etc).
As I am now on a business trip in another country I am reluctant to log in and agree to the new T&C's.
I know some will see this as paranoia, perhaps but I just prefer to be safe as the amounts involved are substantial.
The new T&C's were published some time back, will it affect earnings or payment if I only approve them in a week? Or is payment delayed until I approve them?
Thank you.

Very paranoid, but nothing wrong with being cautious.
The AdSense pages are in SSL so it's as secure as online shopping as only you and the destination server should be able to see the conversation unless someone has a proxy in the middle saving everything submitted, which doesn't seem to be a very big issue.
I log in from all over the place as I travel, maybe someday it will bite me but I've been using laptops to access various things from remote locations without incident for over 10 years.
If you use a kiosk, just don't let the local computer save any passwords (make sure it's disabled first) and whack your history, cache and cookies when you're done.
Perhaps it was different this time but I doubt it, but ultimately do not know as I have not logged in yet.

IncrediBILL - I never use public terminals only my own laptop like yourself. It is just something I am used to now. It is hard at times, have not seen the stats for over 2 or 3 weeks!
I remember sometime back someone contacted G and they recommened limiting the number of IP's you log in from. So even though a dial up has different IP's it should be within a range and one country.
