This is written in adsense for search...

Revenue from AdSense for search may be offset at the end of the month by costs associated with performing searches.

also does adsense for search commision is less than normal adsense ads commision?

Google are basically covering themselves in case people suddenly start to perform hundreds of thousands of searches and don't click on the ads. So long as you do get clickthroughs on the results pages then you shouldn't really have any problems.

When I used the sitesearch it used to get high CTR but not a great deal in the way of revenue (enough to pay for my hosting a couple times over).

I now use my own search and use normal adsense on the results pages from that - makes me more money that way.

I think that it's against TOS to use AdSense on search results

No, it used to be against the TOS to use AS on search result pages, but not anymore. Google gave the greenlight a long time ago.

However, they are talking about a specific AS feature: AdSense for Search.

It is fine to use AS on your own SE. Not against TOS.
