Do new adsense publishers show the same ads as established accounts?

Do new adsense publishers show the same ads as established accounts? Does Google put restrictions on people when they open an account? Are different ads shown and do they receive a low EPC? Thanks for your help.

Why would the ads be different? Among the thousands of posts I've read here over the past year, no one has ever suggested that new accounts are served different ads. If anyone suspected that, you can be sure they'd have posted it here!
You'll get the ads that match the keywords of your pages, same EPC, etc. If anyone knows otherwise they should say so, but I'd be very surprised to hear that.
