But this homepage also explains the purpose, content and features of my webpage. Can it be called a "welcome page" as described in google's TOS and therefore: is adsense allowed on this page?

Now, since you are new here, you need to go back and look at the postings many have put here, or do a search when you have a question. Many questions have already been answered, just look for them. Good luck!

A LOT of the Internet's hompages say "welcome to ...", but this does not make them "welcome pages".
If, as you said, in your home page there is other information that "explains the purpose, content and features" of your website I would guess it's ok.
After all, look at the homepage of this very website:
www.webmasterworld.com/
One could say that this is a doorway page too, as it only contains headlines and links to other pages. But that's what a homepage is for...
My suggestion is to contact Adsense support and ask for a TOS clarification. That will clear any doubt (more than any reply you can get here) and will show to the Adsense people that you mind about the TOS an try to abide.
By the way, they said that this rule exists because if a site has little content, the bot will have problems to assign relevant ads to these welcome pages.
Whatever the reason, they replied quickly and I can encourage others to do the same: contact google and ask them to check your specific case.
