If you have a chatroom and put adsense at the top or say in a left nav bar or frame, would the ads be for what the chatroom was designed for or would it be for whatever people were talking about at that moment?

You're not allowed to place adsense on any chat pages, see Adsense Terms:

You shall not, and shall not authorize or encourage any third party to: [...] display any Ad(s) or Link(s) on any error page, on any registration or "thank you" page (e.g., a page that thanks a user after he/she has registered with the applicable Web site), on any chat page, in any email, or on any Web page or any Web site that contains any pornographic, hate-related, violent, or illegal content

so what about a login page

That is also not allowed. I would suggest to read the Adsense Terms & Conditions very well before you put Adsense on your site. We already have enough "my account got disabled" threads ;)
