I just came across a site that has Premium Adsense ads at the top of the screen (468*60 with two ads), a standard Ads by Google skyscraper with four ads along the righthand side of the screen, and a popup for the Weatherbug download.

I've seen a couple do similar. I don't think they have the same set of rules to follow.

You're right that they don't have the same rules, but I can't imagine that Google allows ads from two different accounts on the same site or popups for downloads on any site.

Yeah, it surprises me. I wrote to Google on one of the sites. It was really cheesy looking. Two skyscrappers on the right and one across the top. They also had a banner system from someone else which showed Google ads periodically and had pop up ads on every click. Nothing changed. So, I took that to mean Google doesn't care what their premium publishers do or they don't have the same rules.

Then it's true that they're favoring large publishers. =(

At least to some extent.
