People are confused between Image Ad and Text Ad

Either one, you only get paid for the clicks and not for the impressions, otherwise, all of you have violated the TOS when you opened the page to check how the image ad looks.

Can you post the source here that says you get paid for the impression if you choose Image Ads in your site?

I read the TOS and everywhere and i couldnt the Image Ads policy that says it.

I think you are confused because impression-based ads are coming SOON--and in fact are being tested on some sites.

I believe that Google has said that when impression-based ads (some of which will be images, not all) are available for all sites, you will not be penalized for looking at your own pages. They will track your use and remove the impressions you create. Of course, you shouldn't overdo it.

Wait for the official word before you get worried about it.
