Is it okay to display Adsense on a splash/welcome page into your website?

I checked the T&C :

But couldn't find a sentence relating to this?

"No Google ad may be placed on any non-content-based pages. This includes error, login, registration, "thank you" or welcome pages."

What would be considered content on a splash page? It can't be too difficult to get simple content on a splash page.
