Adsense emails

I recently saw a website where the owner has published an email they got from adsense, and was wondering if this is against the TOS?

Adsense had obviously told them to remove a paragraph that was a click inducement, so they have removed the offending paragraph, replacing it with the entire google email that includes the offending paragraph in an anti-adsense diatribe! I note they are still showing ads, but only psa's at the time I visited.

Maybe the fact that their AdSense is showing psa's means Google knows about them.
