What i'm wondering (haven't found anything about it in their TOS) is if they care exactly where the traffic comes from. If we did a massive CPM banner advertising campaign and maybe even some exit traffic campaigns to send traffic to a mini-site (3-5 pages) that contained cost-per-action forms and aff links along with adsense and some relevant content, would this be a problem?
The site itself would not be made for adsense but adsense would be added as an extra monetization method.
This site might receive somewhere between 30k-50k uniques/day from the get-go.
Sort of like seeing to many commercials on TV it gets old and people change the channel or for websites just leave via another means except clicking an ad since they already did that to get to your site.
Go ahead and try this. You will see.
I expect if the site was large and informative so the visitor spends lots of time this would cause them to become de-sensitized to clicking another ad and it may work.
Another idea would be to advertise it as an info site but again if people are there for a short time they will be less likely to click another ad right away.

IMO if you try to dump the largest amount of traffic to your site at the lowest price, you are asking for trouble. Banners should be fine, but in general you should concentrate on driving relevant traffic, not random traffic.
