No it will not. Furthermore as per TOS you are only allowed to put the adsense ads in the content frame.

Ads in your navigation/top frames are not allowed.

It is the main reason I have completely re-written my site based on a template with SSI.

Google's problem with frames appears to be ensuring that the right ads are shown.
