First, they have to find a company with their kind of niche. Second, they have list of companies that implement adsense. Third, they have to outbid the big guys because they have large budget and Google won't show low CPC over competitive ads. Fourth, they have to check over time to make sure they've not been dropped or removed from the site. Fifth, they still have to watch the ROI from CPM as you would for CPC.

Fraud from CPC doesnt eliminate it by switching to CPM.

As an advertiser, there's no dramatic changed and I'd stick with CPC over CPM.

Afaik Google will do the searching for the company, in so much as an advertiser specifies the type of site they're after and Google supplies a list of matches.

You're on your own because google doesnt provide a list of companies.

Site-targeted CPM ads are an option for advertisers. Nothing more. Some advertisers will recognize the benefits of such ads, will understand how the ads work, and will be in a position to use them effectively. Others won't, and they'll be able to stick with CPM ads. It's a win-win-win situation for advertisers, publishers, and Google.

So a adwords user has to manually find a site they want to advertise on (say by searching through Google or Yahoo)?

Europeforvisitors, how do you hightlight, copy paste a phrase within a post when you reply to it because I couldnt find the instruction.

You just copy and paste the phrase in the normal way (alt+c and alt+v in Windows) and enclose it between the quote and /quote "style codes," which you type within brackets. To see the available style codes, click "Reply" and look for the "Style Codes" link to the left of the text area. (It's less complicated to do than to explain.)

If you go the the Adwords section of Google you can see that there's a kind of suggestion tool telling advertisers what publisher sites are related to what keywords.
