They did not admit fault but stated that the pages in question are
now serving ads correctly
I have been really impressed by the responses from the google team that I have had over the last few weeks. They really do seem committed to help us publishers, if we ask for the help. This is in great contrast to many other companies I have dealt with over the years who reply to you as if you are a pain in the b**t.

Would be nice if it was permitted, but seems to be covered in T&C 6(ii): "You shall not ... edit, modify, filter or change the order of the information contained in any Ad and/or Ad Unit, or remove, obscure or minimize any Ad or Ad Unit in any way".
Sounds like it would come under either filtering or removing.

I hardly think anyone can legally force you to show something on your site you don't want to and force you to not earn a living by showing PSA's for days at a time. That's almost hysterical.
But, from a tech point of view, the end result is actually not changing the ad or ad unit but simply dropping the entire stream from Google. A technical glitch if you will. Not much different from running AdSense in rotation with something else.

If you're scraping AdSense ads to determine whether they're PSAs before displaying them, then you're breaking the spirit if not the letter of the TOS. It's not unreasonable at all for Google to prohibit this. If this is what you're doing, I'd check with Google first to be sure it's alright.

If Google isn't giving me contextual ads then are they still holding up their end of the bargain? Once and a while is a glitch. Days in a row is not providing the service they said they would provide.

The difference is the script would be looking at the ads returned from Adsense before deciding whether or not to rotate them with something else. In other words filtering them, based on their content. A rotation would not look at the ads first.
I agree visually it would look like a rotation, and be quite hard to spot from Adsense's end (there would just be a lack of PSA clicks despite PSA's being served, which is probably normal). But it is still something they specifically disallow in their very one-sided agreement.
I'd also much prefer if we could run our own default ads, the PSA's are totally unsuitable (US-centric) for most.
I've removed the ads and I've also reclaimed my valuable space with other good affiliate links such as Amazon and Fastclick.
Until Google relaxes their TOS a bit and provides a more in-depth statistics engine for the publishers, I'm going to have to pass on this.
