The day to be considered is the one when Google actually sent the money to their local subsidiary. Google seems to do this process this way: the money is transfered to their, say, italian department. That's when the actual rate should be applied. Then, their local department issues the check to... me :-)
According to payment history, it looks like we should consider apr, 21 as "the" date.
