Using PPC to bring traffic to Adsense

I am newbie and I do appologize if this is discussed before.
I was doing some keyword search in Google and noticed that some Adwords ads contain only adsense ads and nothing more.Is this legall? or google will ban their Adsense account? Some of those advertisers have also participated in cheap PPC engines paying more less than Google Adwords.is this a nice trick or it is an illegal issue?

It's against the TOS for Adsense. Pages must have content.

You need to have content on the page.

I have seen a good number of players do this for over a year.

Maybe 20 of them are now in my URL filter.

An ad should lead to a good offer.

Something like "Please click on the ads, they are the only links to escape this page" are not a good offer.
