CPM -> "My Account was canceled"

With AdSense CPC model, some came here to this forum crying saying their account was cancelled due to violation of AdSense terms which prohibit clicking on the ads that appear in their own sites.

Will the new CPM model which will soon be adopted by Google prohibit a publisher from even visiting his own pages or refreshing them? If Google sets new rules such as this, it would be practically handicapping to publishers. If Google does not set such rules, it will open the door wide open for abuse and many fraudulent impressions.

Yet, on another thought, an initial hunch makes me think that mathematically the way CPM ads are set to compete with CPC ads will cancel any fears of fraudulent impressions. But my brain is too tired right now to think it out with the math work for this, but perhaps other members have the smart mind to show us the calculations or just to prove I was totally wrong.

That's not quite true for the sites only getting $0.05/click at the moment.

For a site like mine that only gets about a 3% CTR you have 30 clicks per thousand or $1.50 based on the minimum $0.05 bid. The minimum CPM bid is $2/CPM which is $0.50 more than my best CTR on minimum CPC bids.

I'm averaging about $0.20 CPC so I won't be tempted :)

However, some people get less than 1% CTR so is there room for impression abuse? YES
