Monthly Budgets ending?

I read the thread on dropping earnings EPC, etc

Is this because of ending monthly budgets?
(reaching their cap)?

I have also seen a decline in CTR (which to me doesn't seem to have any connection to the above?)

There can be a connection if well targeted ads that run their budget out are replaced with less well targeted ads that attract less clicks.

At least that's seems to be what I see on my site sometimes.
