I have a page on one of my sites that has a resource center that basicly lists a few informative sites and gives a small discription.

I have made these links into a box with 2 links in one box. and ive excactly replicated the google ad banner format. so if i place the google ad box first then all my link boxes under it, the only noticable difference between my links and google ads will be where it says "ads by google"...

is this allowed? or will it be considered tricking people into clicking the ads?
the page isnt up yet, i will not upload it until im sure its allowed.

From the AdSense program policies:

We do not permit Google ads or search boxes accessing Google search services to be published on web pages that also contain what could be considered competing ads or services. This would include ads that mimic Google ads or otherwise appear to be associated with Google on your site. If you have elected to receive content-based Google ads, this would also include all other content-targeted ads. If you have elected to receive Google search services, this would include other search services on the same site and non-Google query-targeted ads. We do allow affiliate or limited-text links.

I hightlighted the section that seems applicable here. If you have an AdSense banner and add your own banner that looks exactly like it except for the "Ads by Google" comment, then it would appear to be in violation of the AdSense policies.

But the boxes that i have on the site arent ads or banners. They are links to good sites in my niche, which i have written myself. The sites linked may not even be aware that im linking to them.

hmm..

Isn't it a common practice to make AdSense units look like other parts of your website? This not a competing ad issue. This is a blending issue I would think.

Usually people think of it the other way: making your AdSense unit look like other content.

ive found it more benificial to make your content look like your ad... rather than the more popular vice versa way.

i might not even use the layout im speaking about, im already seing about 20% ctr avarage, so why mess with a good thing...
